From what you've described, I'd say he's probably plucking. Pure Aloe gel or juice mixed with warm water, then sprayed on the bird, has worked many miracles on this problem.
By all means, have the vet check him to rule out as much as possible, but increase the frequency of bathing (with Aloe added) and increase his protein-rich natural foods. This will help tremendously.
Molting is an extremely difficult, physically aggravating time for all birds. Their skin gets very dry, the sheaths that house the new feathers are VERY itchy to them..sometimes to alleviate the discomfort, they will just pull the feather out.
There are many other factors which can cause a bird to molt...stress, confusion, etc., but since your boy is already molting, this is probably the cause.
