Hi Sara. In my opinion, Eclectus are generally one of the quietest parrots. While I don't recommend purchasing them from "just any" pet shop, you might be able to visit shops that have some available to judge the noise level for yourself.
As in any species, there is much to learn about Eclectus before purchasing one.
